New Electronic Reporting Requirements (E2)

Event Description
the requirements listed below must be submitted electronically using the referenced reporting system, either the New Jersey Electronic Environmental (E2) Reporting System or EN-Suite[1], as of July 1, 2025:
 
  • Water Quality Parameters (WQPs) → E2
    • The WQP Monitoring Report Form for Approved Party will now be submitted directly via E2 by the approved party. Instructions and information regarding account set-up will be provided in the coming months.
    • The WQP Monitoring Report Form for Approved Party will no longer be accepted via email.
    • Required for samples collected on or after July 1, 2025.
 
  • Disinfection Residuals (DRs) → E2
    • When collected by the water system, DRs will now be reported by the laboratory that analyzed the associated total coliform sample via E2, noting the “Sample Collector” is the “Water System.”
    • Surface water systems must submit their Monthly Report on Disinfectant Residual for specific treatment plants (Disinfectant Residuals Reporting Form BSDW-25 Section A) via EN-Suite.
    • The Disinfectant Residuals Reporting Form (BSDW-25) will no longer be accepted.
    • Required for samples collected on or after July 1, 2025.
 
  • Lead Service Line Inventories (LSLI) → EN-Suite
    • LSLIs will now be submitted via a new application, EN-Suite. Additional information regarding this application will be provided in the coming months.
    • Required for the 2025 annual submissions and those thereafter.
 
  • Disinfection Byproduct Precursors (PC) → E2 & EN-Suite
    • All total organic carbon and alkalinity data will be reported by the analyzing laboratory via E2.
    • Water Systems will complete a certification form in EN-Suite, indicating the use of alternative criteria if applicable.
    • The Disinfection Byproduct Precursor Compliance Report (BSDW-20) will no longer be accepted.
    • Required for samples collected on or after July 1, 2025.
 
  • Surface Water Treatment Rule Specific forms→ EN-Suite
    • The information reported on the following forms is to be submitted via EN-Suite: 
      • The IESWTR Turbidity Report (BSDW-22) form which has been split into three separate forms:
        • Conventional/Direct Filtration Turbidity Report (TU)
        • Alternative Filtration Turbidity Report (ATU)
        • Treatment Performance Toolbox Turbidity Report (TTU)
      • Individual Filter Exception Report (BSDW-23)
        • Now known as Individual Filter Turbidity Report (FR)
      • Membrane Daily Integrity Testing (BSDW-103)
    • We are no longer accepting the Membrane Turbidity Monitoring (BSDW-104) form. It has been absorbed by the BSDW-103.
    • Individual Filter Assessment Report (BSDW-24) will not be accepted through EN-Suite, and an electronic/hard copy must be provided to the Department if your system triggers the requirement for it.
    • The referenced forms, except for the BSDW-24, will no longer be accepted on paper or via email, effective July 1, 2025.
    • Applies to all data collected on or after July 1, 2025.
 
Water systems may be liable for violations and penalties for failure to comply with the Department’s requirement that all data referenced above be submitted electronically beginning July 1, 2025.
 
[1] EN-Suite is a new application that will allow for electronic submission of data that currently can only be accepted via paper. As it is phased in the Department will provide updates, training, and guidance.
